Where 2 find a person: Car incident?

How to find some one that has moved and get information on to where they moved to and/or works at? I got into a car accident! The person that hit me fled the scene I called the police and the police have to come out and go into the person house to get the person information. The person was driving with a suspended license and no car insurance. I took the person to court but the person never showed up. I won the case. When the accident took place I know where the person lived but since the incident the person has moved with in those few weeks so now I can't take the person to court again because I don't have no information on where the person lives I only have the person driving license number and the vehicle license numbers (but the person by now might have gone a new car or new license plates). My question, how I can find this person and where the person works at or any information that would help? I need for the person 2 pay 4 the car damage and does the DVM help? I would like 2 file a lien on their property or wage garnishment!
