What is the best Formula 1 circuit for overtaking?

Right now it is either Malaysia or Shanghai. Right now the best thing for passing is a wide track and an absence of chicanes. Those tracks have both. OTOH Silverstone is the worst non-street track for passing. The only place where anything happens is at the end of Hangar Strait, which means not much happens.
